In observance of the new Islamic year 1446, the President of the Republic of Somaliland, H.E. Muse Bihi Abdi, has issued a Presidential decree granting pardons to minor offenders in the country’s prisons. The Presidential Decree reads as follows:

Having Seen: General Penal Code, Article 149
Having Considered: Report of the General Command of the Probation Service, TCA/G-1/233/2024, dated 01/07/2024
Having Seen: Proposal of the Office of the Attorney General marked XIG/JSL/265/2024, dated 06/07/2024
Having Considered: The Islamic New Year

I Decided:

Starting from today, I will grant amnesty to 377 prisoners who have been convicted of minor offenses in the country’s prisons. This pardon does not affect the civil rights and consequences of the offenses they have been convicted of, in accordance with Article 92 of the General Penal Code. This pardon is being administered by the Office of the Attorney General, in accordance with the list of prisoners.
